In this petition, the Legislature and its leaders ask that a trial court be ordered to dismiss a lawsuit challenging the legislative apportionment plan approved last year by this Court. They argue that this Court alone has jurisdiction to judge the apportionment plan. The League of Women Voters and other critics, who challenged the apportionment plan in the trial court, disagree. They say this Court's approval was limited to a facial review of the plan as written. In contrast, they say, their lawsuit presents "as-applied" claims.
