Citrus Memorial Health Foundation challenged a new state law giving the Citrus County Hospital Board greater authority over the foundation, alleging the law unconstitutionally impaired the foundation's contracts. The foundation, a not-for-profit organization, has administered the only public hospital in Citrus County under agreements with the hospital board for more than 20 years. The board is a special taxing district created by the Legislature in 1949. The trial court ruled in favor of the board but the First District Court of Appeal overturned that decision and ruled for the foundation. Leon County
