Palm Beach County stopped paying appellate filing fees indignent defendents appealing to the Fourth District Court. Milligan, state Comptroller, alleges the County owes more than $159,000. The trial judge dismissed the claim, and the Fourth District Court certified the case to the Supreme Court because all 67 counties pay similiar fees.
