On Sept. 18, 1998, the Court adopted emergency Rules of Criminal Procedure dealing with the ongoing legal problems caused by death-row inmates attempting to obtain documents from state justice agencies under the Public Records Act. The Attorney General and Regional Capital Collateral attorneys have filed comments suggesting refinements of and changes to the emergency rules.
