Olivo, a minor at the time, was charged with driving under the influence of alcohol and drugs in connection with a traffic accident in August 1995 that severely injured himself and a passenger. The trial judge later dismissed the case on grounds the State failed to bring Olivo to trial within a 90-day speedy trial rule. The Third District affirmed.
