This suit arose under the Broward County Land Use Plan when G.B.V. sought permission to build a multi-family development containing 10 units per acre. The Broward County Commission approved only 6 per acre. G.B.V. sued, but the trial court let the Commission's action stand. On appeal, the Fourth District Court reversed.
