Duke Energy New Smyrna Beach Power Co. and the City of New Smyrna Beach petitioned the Public Service Commission to establish the need for building a 514-megawatt power generating facility along I-95 in Volusia County, to be run by Duke. A finding of need is critical in ultimately getting approval to build a new power plant in Florida. Other Florida power providers asked the PSC to dismiss the petition on a number of grounds. In March 1999 the PSC denied this request and issued a finding of need.
