Summary:

In 1984 Provident contracted with Land's End Condominium owners to rent their units to tourists. The City concluded this violated zoning ordinances and, starting in 1990, obtained injunctions prohibiting this activity. The injunctions were lifted in 1993, but Provident sued alleging that its business had been destroyed by wrongful injunctions. At trial the City was ordered to pay more than $1 million in damages. A series of appeals followed.
